Observation Cell inmates issues?

What types of "administrative" issues other than suicide can custody put an inmate in an observation cell for?

In my facility, custody cannot order observation. It requires a physician order - although an RN can institute it as a nursing measure until the physician is called. We have had custody put inmates in empty infirmary cells as a temporary measure (usually to separate them from a specific situation).

Thanks Orca. It sounds like the observation rooms are utilized for protective as well as medical reasons.
