Education verification not apart of reciprocity

Hey,
I am wondering if anyone else in process of obtaining reciprocity in other states is being held up because CT BON is not including the education verification. The two states I've got temp permits have told me that CT has not forwarded my education history with my paperwork.
I am unable to get a hold of anyone at CT BON for actual answers and getting really, really fustrated because I've lost out on 2 really good full time employment opportunities.
(I'm in the license pipeline but unrestricted license is perfered over temp for the jobs I had a shot of getting.....).

I am licensed in New Hampshire and doing license by reciprocity for Massachusetts. They only require from me to pass TOEFL (English proficiency exam) as I am foreign nurse and the process will be completed within 24 hours once they get official scores from TOEFL.
I don't understand why CT complicates it so much...
Good luck!
