after 15 posrt should there be something that say u can do a private message

No, what you should be able to see below members names are icons that allow you to send a pm or email

You will also see this option to create a private message when you click on "My Account", found on the yellow toolbar:





You will also see a icon on private messages you may have received that shows you that you can now reply.

And, you should see the "Quick reply" on all private messages that you've received showing you that you can now reply.
