Applying to state boards from out of state

Hey so I am graduating in Florida in Dec and trying to figure out this whole applying to boards things. I ahve looked at their website cause I know I have to make sure my school fits the requirments for the Co boards and I found some stuff on it but still confused. And when do u actually apply? After I graduate and have my transcripts to send in with it? or before? cause I know in fl we can apply now n then send transcripts in. Any help would be great cause I am sooo confused! Thanks
