Union issue vs Non- Union issue


I work in a unionized hospital & heard something interesting and would appreciate some feedback:

What is the difference between a union issue vs a non-union issue? In essence isn't any issue that affects nursing care, wages, safety, or benefits a union issue?

Also when does a staff meeting become a union meeting? Is it when nurses disagree with management and/or provide feedback? Again, isn't any issue a nurse brings up potentially a "union" issue?
