CNA Cert

when did it become mandatory for Nursing Assistants to be Certified?
I became certified in 94 and I know that back in the 80's alot of the CNA's then weren't certified because it wasn't required.
My mother in law was trying to tell me that when she was a CNA that she was certified and was also trained in foley cath insertion. When I worked at the hosp they trained us in foley cath insertion, but it was never part of out cert nursing assistant training, it was thru the hosp.
My mother in law was a CNA in the early to mid 80's.

The Omnibus Budget Reconciliation Act was signed into law by the federal government in 1987, a.k.a. OBRA '87. It focuses on providing the highest quality of life and quality of care for residents in nursing homes. Hospitals are not included in this act.

Ok my mother in law worked at a nursing home in the early 80's and tried to tell me that she took a CNA class back then. of course this is the same woman who told me that she would have my hubby strapped in a car seat in 1969. They weren't requited by law then and harldly anyone did that.
