Anotherwords, my MA license allows me to practice in CA untile the paperwork is completed and I recieve my CA nursing license. Obviously I would keep my MA license and the Connecticut one also.

You need a California nursing license to be able to practice nursing in California. The only exception to this is federal employment (working at a VA hospital, military base, etc. -- anything federal). The federal government only requires that you be licensed in a US state (any state), regardless of where you and the employment are geographically located.So, R U saying they have finally made decisions leading to positive outcomes.
