I read them for clarity of thought, logical progression, spelling, grammar and handwriting. (we require essays in the applicant's own handwriting).

Has an essay been the one deciding factor? No, but, before we get to meet you, it is our first impression.

I would guess that it can sink you, but not save you. i.e., if it's really bad they might discount you, but if it's really good it might not outweigh poor grades, test scores etc. I have no authority whatsoever though, so this advice is worth what you paid for it.
