Are there some ante/intra/post-partum complications CNMs can manage, or do they refer any deviations from normal to the OB/GYN?

It would depend on the individual midwife's comfort level, the physician providing his/her backup's comfort level, written agreements or hospital protocols, etc. There is a wide range of variation, for instance some midwives deliver twins, some don't, some will manage pre-e, some won't, etc.
