Filipino Nurse's Oath Taking in California. HELP

Please help. I am a NLE passer in the Philippines and I am currently in California. I am planning to have my oath taking here but I have no clear idea on how to do it. I have downloaded the oath form from the PRC site already and have read the requirements needed. But still I am confuse about the process. Is it a walk-in process or should I, like, schedule an appointment for me to take an oath in front of the Philippine consul.? Are there any additional requirements needed that are not written on the latter portion of the oath form? Is there any specific attire to wear? And after the oath taking, how can I register to get my nursing license? Can it be process here in California or do I still need to authorize someone back in the Philippines to process my license there? Please help
