Denied in CA and planning to apply on Vermont and NY

Hi guys! So Last week, I've received a letter from California's Board of Registered Nursing saying that my application was denied. I know they're giving us two options either to take the deficiencies which are OB and Med-Surg or sit on the LVN exam. But I'm thinking if I have to get requirements again from my school in Philippines then it's better if I just use the requirements in applying to other state. I'm planning to apply in Vermont and NY. I want to know if it's okay to apply on two states at the same time? You know, just in case my application to one state will be denied at least I have other option.
