Staffing Law Questions

I had a call from my friend in Santa Cruz telling me about the new staffing law and that there were some great tuition incentives.

Could someone please fill me in on how to find out more information?

I have been planning on moving to Northern CA for some time, but thought I would finish my schooling here in AL.

But depending on the incentives...I may rethink that decision.
