Ratio question from a Fl nurse

Hi Cali people

Here in Fl we are getting ready to introduce ratio legislation. I have a question for all of you. Administration, of course, is not in favor of ratio's. Their thing is "when you get a sudden influx of patients (I work OB) and can't get anyone else to come in you are out of compliance". How does this work in "real life". We all know how things change in any dept and a patient who WAS 1:4 can become 2:1 in no time at all.

Please let me know your experience.
