New grad licensing dilemma


I have a question...I live in Reno, Nevada where I attended nursing school. Just graduated and my original intent was to move to Sacramento as a new grad. I quickly learned how difficult it is to get a job. Since then, I have decided to stay in Nevada to work. So here's the dilemma...I have already applied for my license by exam in california, they have everything except my final transcripts. I know I can forfeit my fees to california and apply for license by exam in Nevada, it's not too late. Problem is I'd be starting an application from scratch now. Does any one know what way is faster? Do I complete my app. in cali and endorse my license to NV or start from scratch now in applying to NV for licensure by exam?
