NCLEX PN-If failed 3x or more, is 'Refresher Course' a mandatory in Ca?


I failed 2x on my NCLEX-PN. It says in the BVNPT's letter that "candidates who have not passed the examination are allowed to retake the examination up to eight (8) times per year, but not more than once every 45 day period."

My question now is, shall we need to take a 'Refresher Course' or something like that as a mandatory...in case we failed up to 2 or 3 times?
