Nclex Dilemma


hi everyone! i need your helo badly, I'm a second courser who just recently graduated last April 2006 with a BSN degree and has now passed our philippine local board examination. My dilemma is....I am now close to finishing my second envelope which will i be submitting once i get my PRC license here in my country.
a) How long will it take for the BON of cali to send their reply if i pass the eligibility verification?
b) I am also leaving for canada this coming september practicing my first degree and will be working in a hotel, so is it possible for me to take the nclex exam in canada given a chance that i receive my ATT?
c) my second choice is texas but i need to get a CES first. Is it advisable to take it or it would be time consuming? or should i just stick with my first choice which is my cali application?
