Kaiser hospitals in the Sac area pay the highest, so it's worth checking out.
As far as apartments are concerned, it depends if you want to live in the City of Sac or the surrounding burbs. It also depends if you want to live in an urban area like midtown Sac or out in the quieter burbs, like Citrus Heights, Carmichael, Elk Grove, etc.
I live out in the burbs and prefer my 20 minute commute to work.
