And I will make an addition to what the others above have posted:
A person must meet the educational requirements to be able to sit for any license in any state to work as an LPN/LVN. We no longer have state boards, but the NCLEX-PN and it requires permission from a state BON or equivalent to be able to write it. Not passing a semester will not let her sit for the exam.
And the only people that can actually challenge the NCLEX-PN exam for CA licensure are those that were trained as medical corpsmen in the military for three years. That is he only exception being made, and they cannot endorse their license to any other state.
She is going to have to complete that last semester to be able to have a chance of taking the needed exam. She will not be permitted to write the exam for CA or for any other state, so not even a limited license is even on the table.
