clinic nurse supervisor/no staff

I am a nurse supervisor of a clinic We are currently down 2 staff members and I am having difficulty granting employees their vacation/time off requests. I have spoken with my Administrator and our chief physician. They were no help. The staff are talking out in the clinic about it and even confronting other employees whose time off was approved.
Any advice?
