NCLEX-RN application

Does AL board send you a "yes, your application has been approved," or "no, for such and such reason..." Or do I just wait for the ATT?

I'm currently living overseas and will be relocating to AL in summer '08. I want to take NCLEX before then but I live in Japan. I will be testing at the Pearson Vue Center in Tokyo but the fee is $150 more than if I was stateside. So my concern is paying that big of a fee and not being approved by AL board to sit for NCLEX.
